H.R. 218 signed as Public Law 108-277, added sec 926B and sec 926C to 18 USC 44, KRS 237.140 and 503 KAR 13:010 also apply. The two new sections allow active and honorably retired officers to carry concealed deadly weapons, in som places. There is a provision for CCDW instructors to qualify them. The range officer need not confirm the officer's retired status.
Fee to qualify : $ 20.00
Live Course Fire:
* Must fire 20 rounds at a distance of 21 feet ( 7 yards ).
* Fire at an adult sized target using a safe and functional handgun.
* Hit the silhouette target 11 out of 20 times to pass.
* Must fire from a safe positon without assistance holding, aiming or firing the weapon.
* Clearing a jam or malfunction is not prohibited assistance where range policies require
the instructor to do it.
Applicant must fill out ( KSP form 123 " Peace Officer Range Qualification Certification - LEOSA ". This is the only form that must be signed and dated by the range officer. An example of this form can be found at the Kentucky State Police " web site . There are other forms required including: KSP Form 124- Certification of Law Enforcement Retirement LEOSA", KSP form 131-" CCDW License Application-Citizenship Affidavit", and Carry Conceald Deadly Weapons/ LEOSA - " Application for License". The applicant takes the completed forms to the Sheriff's office and KSP will send a Flash Pack.
Insturctor duties is to inspect each firearm and not allow a hangun believed to be mechanically unsound or unsafe. Not pass an applicant who: does not follow orders, handles a firearm in a manner that poses a danger to the applicant or to others, fails to hit the silhouette 11 out of 20 rounds without assistance ( 502 KAR 13:010).
Firearms qualifaications may be conducted at any location, public or private, at which a handgun may be safely fired. Safety of the location shall be the responsibility of the instructor (KRS 237.142).
